Detailed description:
1. Summary
1.1 DDSY Type Single-Phase Electronic Prepaid Kilowatt Hour Meter (IC card type) is developed on basis of DDS Type Single-Phase Electronic Kilowatt Hour Meter, by adding a data processing controller. In the meter, ADE 7755 measurement chip is used to convert electric signals into pulse signals, and microprocessor is used to process, to realize prepaid power consumption and control. This meter has functions such as anti-counterfeit, encryption, card reading, current limiting and automatic cut-off recovery on power supply circuit etc. Utilization of this type of Kilowatt Hour Meter will realize management of “Prepaid power consumption” for Government Power Supply Department.

1.2 This type of Kilowatt Hour Meter adopts direct-viewing wheel numeric counter to measure active power, and LED to indicate residual power, purchasing times and accumulated purchased power in Kilowatt Hour Meter.

1.3 Make and break of current circuit is controlled by relays. Therefore, to meters with maximum current under 40 A, direct connection is applicable, and to meters with maximum current above or equal to 40A, external control connection through current mutual inductor is applicable. (Control wire from meter controls external current relays or breakers to cut off current circuit).

2. Main technical data and specification
2.1 To this product, all power measurement characteristics and utilization conditions shall be in accordance with relevant requirements in China national standards such as GB/T17215-1998《1-Grade and 2-Grade Static AC Active Kilowatt Hour Meter》and GB/T18460-2001,《IC Card Prepaid Power Sale System》.

2.2 When voltage of power supply is fluctuating between 80%-115% rated value, normal measurement will not be affected.

3. Main functions:
3.1 Output interface: optoelectronic coupler separation, active pulse output interface to output detection signals or pulses.

3.2 Indication range: 0~9999 kWh

3.3 Alarm threshold:

3.3.1 When residual power is below alarm threshold (0~255 kWh, to be determined by Government Power Supply Department), LED indicator will indicate residual power to alarm to remind users to purchase power as soon as possible.

3.3.2 When residual power is below cut-off threshold (0~255 kWh, to be determined by Government Power Supply Department), the meter will cut off power supply automatically to remind users to purchase power as soon as possible.

3.4 Maximum power purchased: 0~8000 kWh, to be determined by Government Power Supply Department.

3.5 Data in meter can be kept for over 10 years.

4. Description of user’s IC card
4.1 User’s power purchase card
User’s power purchase card is the medium for a user to purchase power, check residual power inKilowatt Hour Meter, recover power supply after power cut-off, and return information in Kilowatt Hour Meter etc. One user’s power purchase card is only applicable to one Kilowatt Hour Meter, and replaced ones are inapplicable.

4.2 User insert a power purchase card charged into socket on Kilowatt Hour Meter (Note: card shall not be reversed), and Kilowatt Hour Meter will identify password and user’s ID automatically. When no errors, all relevant data will be read, and all power consumption information will be written to user’s power purchase card. Then, newly residual power (residual power=purchased power + residual power-owed power), purchasing times and accumulated purchased power will be indicated in sequence. User’s power purchase card is only allowed to plug out when residual power is indicated. “EEEE” indication on LED means improper insertion, or that user plug card out too quickly.

4.3 Alarm

When residual power is below alarm threshold determined by Government Power Supply Department, LED indicator will indicate residual power to alarm to remind users to purchase power as soon as possible. When residual power is below cut-off threshold determined by Government Power Supply Department, the meter will cut off power supply automatically to remind users to purchase power as soon as possible. At this time, if power owing is allowed or residual power is not null, user can insert user’s power purchase card to recover power supply.

4.4 Invalid card
When a user insert an invalid IC card, “EEEE” will be displayed to indicate that it is an invalid card (Note: when the invalid IC card is inserted for 3 times continuously, this card will be discarded).

5. Installation and wiring of meter
5.1 Before delivery, seal will be made on Kilowatt Hour Meter. Before installation, please check seal is complete. If seal is not complete, or if meters are stored for a too long period, meters shall be calibrated again before installation and usage.

5.2 Meters shall be installed in indoor areas ventilated and dry. Three screws are used to fix, as a isoceles triangle, hole height is 123 mm, bottom width is 88 mm. During installation, holes shall be drilled on base, and base shall be fixed on a firm, flameproof and stable object for safety and reliability.

5.3 Meters shall be put into protection cabinet in areas of dirtiness and likeliness of damages.

5.4 Wiring shall be correct according to wiring diagram, screws shall be tightened to avoid overheat or burning because of had contact or thinness of wires.

5.5 Turn on power supply when wiring of Kilowatt Hour Meter is correct. Then LED will indicate “0”, and user shall operate as following:

5.5.1 firstly use debug card (made by Government Power Supply Department) into Kilowatt Hour Meter to check it work properly.

5.5.2 If it works properly, use clear card (made by Government Power Supply Department) to make Kilowatt Hour Meter recover to its initial status (cut-off status).

5.5.3 Insert a new setting card made by Government Power Supply Department into Kilowatt Hour Meter to make it become a user’s power purchase card.

5.5.4 Turn the card to user, and user can purchase power and insert the card into Kilowatt Hour Meter.

6. Free-charge maintenance and replace
From delivery date, within 18 months, manufacturer will be responsible for replacement or maintenance if user strictly complies with all rules during transportation, storage, installation and usage, and manufacturer’s seal is complete and certification of Government Power Supply Department is available.

Operational Question and answer

Warning:
1. The installation software and user’s information shall be backup in two hard disks. No random deletion is allowed, or the system will break down.
2. Kilowatt Hour Meter shall be installed vertically to guarantee accuracy.
3. After installation, please check whether its base is electrified to eliminate danger of electric shocking.
4. Kilowatt Hour Meter shall not be installed outdoors, in toilet and kitchen to prevent it being drenched or damaged.
5. Wiring shall be correct, no errors are allowed, or Kilowatt Hour Meter shall be burnt.

Question: Can one user own two cards in a same time?
Answer: One user only can own one card, can not own two card. If one user owns two cards, then one card is useful, and the other one is useless.

Question: How to handle if a user loses power purchase card?
Answer: If a user loses power purchase card, he (she) can go to Government Power Supply Department to get a few card. Meanwhile, regardless whether the lost card is found or not, it will be discarded.

Question: How to handle with Kilowatt Hour Meter newly installed?
Answer: Firstly make Kilowatt Hour Meter setting card, then connect Kilowatt Hour Meter into power supply network. Insert setting card into Kilowatt Hour Meter, wait for Kilowatt Hour Meter to indicate residual power, purchasing times and accumulated purchased power (or wait for 10-20 seconds), then take IC card out. To confirm whether setting card has been converted into power purchase card, please insert IC card again, then, if EEEEEE is indicated, it is to say that, setting card has been converted into power purchase card, and users can handle as described in question 15.

Question: How to use power purchase card?
Answer: Insert IC card, chip upside, following arrow direction, to the bottom. Wait for Kilowatt Hour Meter to indicate residual power, purchasing times and accumulated purchased power, then take out. In this way, purchased power can be read into Kilowatt Hour Meter in one time, otherwise, purchased power can not be read into Kilowatt Hour Meter.

Shall power purchase card always be in Kilowatt Hour Meter?
Answer: Unnecessary. When residual power in card is read into Kilowatt Hour Meter, IC card can be taken out to store in other place.

Is a power purchase card available in other users’ Kilowatt Hour Meter?
Answer: To keep safe and confidential, one IC card shall be applied in one Kilowatt Hour Meter. It shall not be inserted other Kilowatt Hour Meters, otherwise the card will be useless and Kilowatt Hour Meter will not work normally.

Question: When alarm indication occurs?
Answer: Alarm threshold is set in Kilowatt Hour Meter, when power drops to this alarm threshold, numeric tube on Kilowatt Hour Meter will indicate residual power, and remind users to purchase more power as soon as possible.

Question: When power does not drop to alarm threshold, how to check residual power?

Answer: When power does not drop to alarm threshold, numeric tube will not indicate, but when IC card is inserted into Kilowatt Hour Meter, residual power, purchasing times and accumulated purchased power will be indicated in sequence.

Question: Are users allowed to purchase only when power in Kilowatt Hour Meter is out?
Answer: No. When power in Kilowatt Hour Meter is out, power supply will be cut off, which is inconvenient for users.

Question: when power in Kilowatt Hour Meter is not out, users go to purchase power. Will newly purchased power become all power in Kilowatt Hour Meter?

Answer: No. For convenience of users, to protect Kilowatt Hour Meter, you had better no go to purchase power only when power is out. When in Kilowatt Hour Meter, still is a certain amount of power, if a user insert a IC card, the power newly purchased will be added automatically, and newly residual power is sum of residual power and newly purchased power.

Question: When sum of residual power and newly purchased power exceeds limitation, power purchased by IC card cannot be read into Kilowatt Hour Meter, how to handle?
Answer: When sum of residual power and newly purchased power exceeds limitation, power purchased by IC card cannot be read into Kilowatt Hour Meter. Only when sum is below limitation, power purchased by IC card cannot be read into Kilowatt Hour Meter.

Question: what is deposited power?
Answer: When user installs Kilowatt Hour Meter for the first time, for user’s convenience, a certain amount of power is deposited for user to use without payment. The existing power is called as deposited power, and in this case, when user pay to purchase power, actually purchased power is the result of total purchased power subtracted by deposited power. From then on, when a user purchases power, actual purchased power is just the purchased power paid without any deposited power.

Question: How to judge whether an IC card is useless?
Answer: It is very likely that an IC card becomes useless if a user insert it into another Kilowatt Hour Meter, or it is issued wrongly by Government Power Supply Department. How to judge whether an IC card is useless? Firstly enter platform of system administrator, then insert IC card, open “Make card” menu, select “Identify card type” to judge. And a useless card shall not be used.

Question: when a user wants to purchase power, while system refuses to sell. How to handle?
Answer: when a user purchases power, the power purchase card shall be in Kilowatt Hour Meter. User can purchase power again only after all data of purchased power have been read into Kilowatt Hour Meter (10-20 seconds). If period of card insertion is too short, or card is not inserted, system will refuse to sell power. When this happens, user shall insert the card into Kilowatt Hour Meter again.

Question: new user purchases power for the first time, while he (she) cannot purchase power. How to handle?
Answer: when this happens, the user shall restart: firstly, management system will cancel the user and check whether the card is useless. Then, open cover of Kilowatt Hour Meter, insert clear card, push button switch, and numeric tube indicator will indicate that all data in Kilowatt Hour Meter have been cleared. Finally, close cover of Kilowatt Hour Meter, and renew setting card and user before using.
